CognosOnline, a Colombian company specialized in digital solutions for the educational, corporate, and government sectors, faced the challenge of manually analyzing hundreds of bids published on the SECOP portal, a slow process prone to errors and highly dependent on operational staff.
Together with Amber, an intelligent agent based on generative AI on AWS was developed that automates the detection, reading, classification, and notification of relevant opportunities, freeing operational workload and improving commercial effectiveness.
Challenge
Reviewing the Terms of Reference (TDR) of each bid took hours, required technical expertise, and depended on few people. This created bottlenecks, disorganization, and risk of losing key opportunities.
Our proposal
Amber designed an intelligent agent with generative AI on AWS, combining Amazon Bedrock for semantic classification, Amazon Textract for automated document reading, and a serverless architecture for orchestration and scalability without manual intervention.
The system monitors the SECOP portal every hour, extracts bid information, analyzes documents with generative AI, and automatically classifies according to criteria defined by CognosOnline. If a bid is viable, the team receives an automated summary via email with a clear explanation and prioritization.

The project was completed in four phases over 4 months, using an agile methodology with two-week sprints:
